# Kamma

## What Kamma is

- Built on a proprietary geospatial data engine: boundary-level mapping of every UK licensing scheme and Article 4 direction, linked at UPRN level to 42M+ UK properties.

- **Kamma Applications** — Kamma's own in-house applications team prepares and submits
  property licence applications to the council on a letting agent's behalf: document
  gathering from the agent or the landlord, council liaison, and chasing the
  application through to licence approval. This is a service performed by named
  specialists, not an automated feature of the software.

  council. Kamma does not make planning applications (including Article 4 prior
  approval) and does not do building control.

## Why now (regulatory urgency)
- Under the Renters Rights Act, in force since **1 May 2026**, the maximum fine for an unlicensed property is **£40,000** and Rent Repayment Orders run to **24 months' rent**.
- Enforcement is active: Justice for Tenants pursues RRO claims with a 98% success rate.
- New selective licensing schemes continuously bring previously-compliant properties into scope, with no automatic council notification.
